The man accused of killing two adult siblings after running a red light has been extradited to Lancaster County. Officials say 38-year old Cesar Torres of Florida faces multiple charges including homicide by vehicle in connection with the crash in East Petersburg in May of last year. Torres was behind the wheel of a tractor-trailer when he slammed into another vehicle at the intersection of Route 72 and Graystone Road. Northern Regional Police say 18-year-old Leonard Kasper and 21-year-old Brandie Kasper of Mount Joy died in the crash that caused their pickup to overturn and then burst into flames.
